SINGAPORE: The Ulu Pandan park connector that was affected by a landslide in Clementi fully reopened on Sunday (Jun 30) following the completion of reconstruction works.
Strengthening measures have also been applied to a wider stretch of the slopes in the area to "ensure a larger buffer of safety", said the Housing and Development Board (HDB).
The landslide occurred on Sep 2, 2022 near the construction site of the Clementi NorthArc Build-to-Order (BTO) project.
It took place at an area where a retaining wall was being constructed to prepare for the building of a basketball court and pavilion.
Described as a “slope failure” by HDB, the incident resulted in “soil displacement” into Sungei Ulu Pandan and caused damage to the nearby Ulu Pandan park connector.
Checks carried out by authorities confirmed the residential blocks under construction then were structurally safe.
Restoration and strengthening works were carried out in stages, with portions of the park connector progressively reopened.

The first of three phases of recovery work involved implementing measures to mitigate “slope failure” and flood risk. This was completed that same month.
In the second phase, steel sheet piling works were carried out to stabilise the slope. This was completed in November 2022.
HDB said in an update in December 2022 that the final phase had begun, involving fully restoring the canal, reinstating the damaged part of the park connector, as well as reconstructing the slope and precinct structures within the development.
The Ulu Pandan (North Bank) park connector reopened in March 2023 after HDB removed the displaced soil in the affected segment of Sungei Ulu Pandan canal and restored the canal to its original depth and capacity.
Since then, HDB said it worked on “systematically strengthening different segments of the slope” as well as redesigning and reconstructing the slope within the Clementi NorthArc development.
It also reinstated the damaged stretch of the Ulu Pandan (South Bank) park connector between Commonwealth Avenue West and Clementi Avenue 6.
These included measures to further stabilise and strengthen the slope and refine the design of precinct facilities for added safety.
The slope was strengthened with more soil-retaining structures and anchors such as long piles and rebars. More jet grout piles were also injected underground.
In addition to expanding slope strengthening measures to extend to a wider stretch, HDB also said that it took the opportunity to review the design of the precinct facilities planned in the area for an “added buffer of safety”.
For example, some ramps and staircases were repositioned to more evenly distribute the load on the slope.
Following this, the remaining precinct facilities in the area were constructed. This included the multi-purpose court, hardcourt, precinct pavilion, drop-off porch, viewing deck and a covered linkway which connects the residential blocks to the precinct pavilion.

Section A of the park connector and its nearby facilities were completed and opened to the public in February this year. Facilities included the precinct pavilion at Block 211, a playground and fitness stations, as well as two access points to the park connector located beside Block 210C.
Works for Section B, the area where the slope failure occurred, were more extensive and took a longer time, said HDB.
This section was completed in end-June this year and opened to the public on Sunday, along with a new access road from Commonwealth Avenue West to Clementi NorthArc.
The precinct facilities include the pavilion at Block 212, drop-off point, multi-purpose court and viewing deck, as well as two new access points to and from the park connector beside Block 211A.

There are now a total of four access points connecting the Clementi NorthArc development to the park connector.
“Residents can take in the scenic views of Sungei Ulu Pandan at the viewing deck located along the two new Park Connector access points beside Block 211A,” said HDB.
“Bicycle wheeling ramps at staircase access points also facilitate cyclists pushing their bicycles along the staircases and enhances the connectivity between Clementi NorthArc and the Ulu Pandan Park Connector.”
These access points also enable park connector users to more easily use the facilities in the residential area, such as the fitness stations, thematic playgrounds and sheltered seating areas.
HDB noted the completion of two commercial blocks – Blocks 209A and 209B – with shops commencing operations in March this year. These buildings include a Kopitiam eating house, a 24-hour supermarket, a clinic and a childcare centre.
Clementi NorthArc comprises 1,179 units of three-room, four-room, five-room and 3Gen flats spread across six residential blocks. About 98 per cent - 1,159 out of 1,179 - of the flats have been taken up.
HDB said that as of Jun 25 this year, 99.2 per cent of the flat buyers have collected the keys to their new homes.

CONNECTIVITY AND ACCESSIBILITY
