Serial voyeur finds job as student care teacher, takes videos of boys defecating

SINGAPORE: A serial voyeur who was released from his latest prison stint took up a job as a part-time student care teacher and took multiple videos of boys defecating in toilets.

The prosecution said Ezekiel Isaiah Tee Xu Jie specifically targeted boys aged between nine and 15 at a church or student care centres he had applied to work at or near and checked their age before selecting his victims.

The 26-year-old Singaporean man pleaded guilty on Wednesday (Apr 1) to three counts of voyeurism, with another two charges to be considered in sentencing.

The court imposed a gag order preventing the publication of anything that might identify the victims. This includes the locations of the offences.

Tee had been convicted thrice before of voyeurism-related offences.

THE CASE​


On Apr 25, 2025, he was released from prison on remission and applied to work as a part-time student care teacher.

He started work in early July 2025.

On Aug 2, 2025, Tee attended an evening mass at a church before going to a men's toilet.

He bent down and looked at the person's legs to confirm it was a young boy.

He then went to the adjacent cubicle and filmed the boy defecating by placing his phone over the partition separating their cubicles.

The boy was below the age of 14 at the time.

A few days later on Aug 8, 2025, Tee was looking after his class when he felt "an urge to observe young boys defecating".

He went to the toilet and again checked the occupant's legs. After confirming that a boy was inside, he filmed the boy defecating with his phone.

Tee was finally caught when on Aug 13, 2025, an 11-year-old student using the toilet looked up and saw Tee's phone pointed at him.

He shouted "Eh!" and Tee retracted his phone and went to urinate at a urinal.

The boy finished defecating and then hurriedly left while Tee was still at the urinal.

He told his teacher what happened and a police report was lodged. The police arrested Tee later that day and seized his phone.

He admitted that he had committed the offences for his "own pleasure" and that he felt excited watching young boys defecating.

He also said he preferred his victims to be aged between nine and 15.

As Tee had reoffended while on remission, he faces an enhanced jail term.

Deputy Public Prosecutor Daniel Foo sought 33 to 40 months' jail with caning and an enhanced sentence of 32 to 49 days' jail for Tee.

He said Tee is "a serial voyeur of young boys" and that this was his fourth time being convicted of such offences.

"The accused increased the frequency and severity of his offending significantly with each conviction, and has now reoffended with a vengeance," said Mr Foo.

He said it is "both unfortunate and fortuitous that his latest victim was made aware of the crime committed against him, as the accused is now in remand as a result, without the means to terrorise any more young boys".

He said Tee has continued to be "a menace to the community despite his previous reformative training and imprisonment term".

Mr Foo said there was a high degree of premeditation and planning in this case, and that Tee was "highly exploitative in his choice of where to commit the offences".

He said Tee had taken advantage of safe spaces where young boys were supposed to be taken care of and be able to worship peacefully.

Tee's lawyer said his client had exercised a "very wrong coping mechanism" for his condition but needs to be guided on the right path.

At this, the judge said this was his second conviction as an adult offender.

She adjourned mitigation and sentencing to the end of April.

For voyeurism against minors, Tee could be jailed for up to two years and fined or caned.
